Before You Send an Invoice

Please ensure:

  •  Goods or services have been delivered.
  •  The invoice contains all information required by the Australian Taxation Office (ATO).
  •  Your banking details are current and verified with Council.
  •  The invoice is addressed to Roper Gulf Regional Council.

Invoices that are incomplete or do not meet compliance requirements may be returned for correction, which can delay payment.

What Must Be Included on an Invoice?

Under Australian tax law, suppliers must provide a compliant invoice and, where registered for GST, a valid tax invoice.

Your invoice should include:

  • Business name
  • Australian Business Number (ABN)
  • Invoice number
  • Invoice date
  • Description of goods or services supplied
  • Quantity, hours or units supplied (where applicable)
  • Amount payable
  • GST amount (if applicable)
  • Bank account details
  • Purchase Order number
  • Contact details for invoice enquiries

If your business is registered for GST, the invoice should also clearly show:

"Tax Invoice"

Providing complete information helps Council meet its accounting, audit and taxation obligations.

Purchase Orders

Roper Gulf Regional Council requires an approved Purchase Order (PO) for all goods and services purchased by Council, except where alternative arrangements have been formally approved by Council.

Suppliers must not provide goods, services or undertake work for Council without first receiving a valid Purchase Order issued by Roper Gulf Regional Council.

A Purchase Order confirms that:

  • The purchase has been approved by Council.
  • Funding is available within Council's budget.
  • The expenditure complies with Council's procurement and financial delegation requirements.
  • The person requesting the goods or services has the authority to make the purchase on Council's behalf.

Providing goods or services without a valid Purchase Order is undertaken at the supplier's own risk. Council may be unable to process payment where no authorised Purchase Order exists.

Where additional work or costs are identified after a Purchase Order has been issued, suppliers must obtain written approval and, where required, a revised Purchase Order before undertaking the additional work.

Invoices submitted without a valid Purchase Order number may be returned unpaid until the appropriate approval and procurement requirements have been satisfied.

Payment Process

Council's standard payment terms are 30 days from receipt of a valid invoice, unless alternative terms have been agreed on. Upon receipt, invoices are reviewed to ensure all required information has been provided, goods or services have been received, and the expenditure has been approved. Payment is then made by Electronic Funds Transfer (EFT) to the supplier's verified bank account. To protect suppliers and Council from payment fraud, Council uses Eftsure to verify supplier banking details, and all new suppliers or changes to banking information will require completion of the Eftsure verification process before payment can be made.

How can I become a supplier?

Council regularly sources goods and services through quotations, tenders and approved procurement processes. Businesses interested in supplying Council should monitor procurement opportunities and contact Council to register their interest.

Our Commitment

Roper Gulf Regional Council values its suppliers and is committed to maintaining fair, transparent and accountable procurement and payment practices. We work with suppliers to ensure invoices are processed efficiently while meeting our obligations under local government legislation, Australian taxation laws and Council policy.
