There exists nine Outstations of Numbulwar that have residents. There are several other Outstations, which do not have residents living permanently, and movement to these is not anticipated in the future, The Outstations with residents are Wuyagiba, Andanangki (Walker River), Yillila, Dharrari, Alharrgan, Yimidarri (Wandu), Wumajbarr, Markalawa, Waldharr (Harris Creek).
Wubuy, Anindilyakwa, Mara, Wandarrang, Waagilak/Ritharrngu, Ngalakan, Ngandi, Rembarrnga, and Djambarrpuyngu, although the younger generation speaks Kriol, an English-based Creole. English is the third or fourth language spoken by students.

During the dry season Numbulwar can be accessed by road. Travel time from Darwin via Katherine along the Roper Highway is approximately 10-12 hours via the Roper River and Ngukurr communities. Travel time from Nhulunbuy via Walker River and Harris Creek is approximately 4-6 hours. In both cases a 4wd is essential.
Numbulwar is also accessible by air and has an all weather, sealed airstrip linked to the community via a 5 km dirt road which can become impassable at times during the wet season. Travel time to Alyangula, Groote Eylandt: 30 min, to Nhulunbuy 1 hour. There is a fortnightly freight barge service from Darwin to Numbulwar. Please be advised that Numbulwar is a closed community; a Nothern Land Council (NLC) permit is required to visit this community.
Roper Gulf Regional Council provides a range of Local Government services in Numbulwar including road maintenance and repair, airstrip maintenance and repair traffic management, rubbish collection, upkeep of parks, gardens and weed maintenance, community safety through Night Patrol, companion animal welfare and control, assets and fleet management, sport and recreation, governance support as well as providing access to Centrelink, community care programs for the elderly and the children on behalf of other government agencies. Roper Gulf Regional Council also operates the Remote Jobs and Communities Program (RJCP) in the community of Numbulwar.
Also located in Numbulwar are a Health Clinic, School, Store with fuel available, Airstrip, Boat Jetty, and Police Station.

Local Government and Local Authority Meetings (Governance)
The Roper Gulf Regional Council provides local government in Numbulwar, which sits in the Numbulwar Numburindi Ward. The Council’s Headquarters is located in Katherine, NT with a Service Delivery Centre located in Numbulwar.
An integral part of the community consultation process in the community of Numbulwar occurs througumbulwar Local Authority Meetings. The Local Authority is made up of the Elected Member/s whom sit on Council for the Numbulwar Numburindi Ward and nominated representatives from the community. All other stakeholders in Numbulwar are also invited to attend the Local Authority Meetings. The resolutions made at these meetings form the basis of all planning made by Roper Gulf Regional Council.
